台灣法律規定擁有他國公民權者不得參選總統
綠卡是有永久居留權, 但不是公民
所以依照台灣法律, 有綠卡可以總統
只是道德良心上有些瑕疵

Rights

* To be employed in the United States at any legal work of your qualification and choosing.
* To be protected by all of the laws of the United States, your state of residence and local jurisdictions.
* To vote in local elections where United States Citizenship is not required.

Responsibilities
You are required to obey all of the laws of the United States, the States, and localities. You are required to file your income tax returns and report your income to the US Internal Revenue Service and State IRS. 多數情況下，合法長期居民(綠卡持有人)不得領取非移民簽證。即使綠卡已經過期或者該合法長期居民已經不住美國，這項規定都適用。為了符合取得非移民簽證的資格，綠卡持有人必須先聯絡移民簽證科才能依照一般程序提出非移民簽證的申請。
